I had to answer a problem like this back home. Two of my classmates were in danger in a forest. I would save them both. And if I can't, because there are lots of things I can't do on my own, I make sure there is help.

I don't decide who is more worthy of being saved. Everyone should get a chance. That's what I mean when I say Heroes save everyone. Not all of them do, but they're supposed to.
