To liken it to water... there is water in the air we breathe. There is water in the rivers that surround us and the plants that grow. There is water in your veins. One manipulates the water in the veins, but only that, and draws from it... taxing the person. The other manipulates all that is around, and though it is limitless, how much you can control or manipulate is a matter of the tools you use?

And neither plays by the exact same rules? So, these effects were possible that are different.
