I have vials of beast blood in my laboratory, if I wanted to cause havoc I could simply toss it at a crowd of people and watch them rapidly corrupt.
If your argument is that all power is dangerous, I would agree. But powerlessness breeds even more resentment. And magic isn't power in the same way money and influence are. A king is more dangerous than a mage.
