But people have that power here. I do. You do. Most of the Sleepers do.

Would you seek to take it away from them? Leave them defenceless against the beasts and Pthumerians except with their martial ability on their own? If no one person can be trusted holding that much power over others, why is the greater public gaining access so scary to you? They already can have a bad day and use it as an excuse to spiral things out of control. I have vials of beast blood in my laboratory, if I wanted to cause havoc I could simply toss it at a crowd of people and watch them rapidly corrupt.

If your argument is that all power is dangerous, I would agree. But powerlessness breeds even more resentment. And magic isn't power in the same way money and influence are. A king is more dangerous than a mage.
