He doesn't actually make the chains until he gets out there. Why bother lugging them all that way? The walk is spent mulling over the proper design. It really would be more practical if he could see Bigby. Chaining someone up isn't so different from clothing them - you want to tailor it. To the person, to the situation, to your goals.
Without that...well, he supposes he'll do his best. What he creates is just an old design he's used a thousand times before, designed to contain a demon's strength rather than a human's. That ought to be enough, right? The only alterations he makes are an attempt to provide comfort. There's nothing about chains that's really nice, but he can make it a little better. Padded cuffs, that sort of thing.]
