Surcoats are short or no sleeves and often fall to the knees or longer. They are best in lighter weather if you have no concerns against the cold, but are still good against rain. Kaftans fall below the knee with long, tight sleeves, usually, they do up the front. I prefer them for the long cold winters - indeed I am...

[ Due to a combination of being an android and a Coldblood, extreme temperatures in either direction don't really affect him. But, like he said, it is nice being comfortable. ]

It is for the cold, yes, but it also helps keep your underclothes clean, not so muddy, and protect against general elements. But compared to a cloak, it leaves your arms free. A little better for day-to-day business, I find.
